This chapter explores how India’s AI laws address six facets of free expression—defamation, explicit content, hate speech, political content, copyright, and privacy—and contrasts them with global frameworks, proposing ways to foster AI-driven growth that balances ethics and efficiency.

This policy paper redefines hybrid threats stemming from authoritarian uses of technology that cause everyday harm. It introduces ‘integrated and collective resilience’ as a multidimensional response, drawing lessons from South and Southeast Asia and fostering EU–Asia cooperation.

This paper incorporates cognitive resilience into cyber defence against hybrid threats. Drawing on insights from South and Southeast Asia, it outlines avenues for cooperation with Germany and introduces the TRUST Framework to strengthen soft power, citizen trust, and overall societal resilience.

Dr. Mahapatra comments on the rollback of freedom of expression in the US reflecting a global pattern of digital authoritarianism where states and platforms increasingly and often jointly police speech.
