This article seeks to identify ways in which the foreign policy power hierarchy inside the Islamic Republic of Iran can be explained. It uses high-level diplomatic meetings as observable evidence in a novel analytical framework to identify the scope of competition and hierarchies in foreign policy decision-making processes. Results reveal that diplomatic activities of key foreign policy decision makers did not noticeably diverge.

In light of Saudi Arabia's recent foreign policy, this article examines the valorization of public diplomacy in regional leadership struggles. The author argues that emerging leaders often resort to a mix of coercion and persuasion.

A central role in shaping the political future of South Yemen is played by the Transitional Council of the South, which is increasingly perceived internationally as the representative of South Yemeni interests. While this corresponds to the Council's claim, it does not do justice to the multitude of rival actors there.
