Nach den Wahlsiegen mehrerer nationalistisch-populistischer Führungspersönlichkeiten sehen Beobachter Teile Lateinamerikas auf dem Weg zu einem "Sozialismus des 21. Jahrhunderts".
Analyse
Die angestrebte Entwicklung zu einer "direkten Demokratie des Volkes" und zu einem "solidarischen Wirtschaftssystem" wird allen voran durch Rhetorik und Politikstil des venezolanischen Staatschefs Hugo Chávez geprägt.
In den Wählermehrheiten für links-populistische Kandidaten spiegelt sich die Unzufriedenheit großer Teile der Bevölkerung mit ihrer wirtschaftlichen und sozialen Situation wider.
Auch bei anhaltendem Wirtschaftswachstum bleiben in Lateinamerika Millionen Menschen weiterhin in absoluter Armut gefangen, wenn es nicht gelingt, die Ergebnisse des Wachstumsprozesses gleichmäßiger zu verteilen.
Staatlicher Assistenzialismus kann das Armutsproblem in den lateinamerikanischen Gesellschaften nicht lösen; erforderlich sind Strategien breitenwirksamen Wirtschaftswachstums, von dem die arme Bevölkerung profitieren kann, indem sie zu produktiver Beschäftigung befähigt wird.
Ein nachhaltiges, entwicklungsförderndes Transformationsprojekt ist in Ländern wie Bolivien, Ecuador, Nicaragua und Venezuela noch nicht zu erkennen.
