Von Bandung zum Ölgeschäft: Indien und Inder in Afrika

  • Am 5. Dezember 2005 wird bekannt, dass Sudans Energie- und Minenminister Awad Ahmad al-Jaz dem indischen Erdölriesen ONGC Videsh Ltd. angeboten hat, in drei weiteren Explorationsgebieten aktiv zu werden und ein Raffinerieprojekt aufzunehmen.

    Analyse:

    Indien entdeckt – teilweise in Konkurrenz zu China – Afrika als Absatzmarkt und als Quelle von Rohstoffen. Dabei scheint die indische Außenpolitik die werteorientierten Elemente der Vergangenheit vermehrt abzulegen. Dies wird bei Indiens Engagement im afrikanischen Ölgeschäft deutlich.

    • Entscheidend für die Neuorientierung der indischen „Afrikapolitik“ ist der Bedeutungsverlust der Blockfreienbewegung und der G77 sowie vor allem die wirtschaftliche Liberalisierung Anfang der 1990er Jahre.

    • Von besonderem Interesse für Indien ist die Kooperation mit der Regionalmacht Südafrika – nicht zuletzt aufgrund gemeinsamer welt- und handelspolitischer Interessen gegenüber den Industrieländern.

    • Die überwiegend im südlichen und östlichen Afrika beheimatete indische Diaspora ist vermehrt ins Blickfeld der indischen Außenpolitik gerückt und könnte zukünftig eine Schlüsselrolle – „fünfte Kolonne“ – für die Verfolgung wirtschaftlicher Interessen in Afrika spielen.
