Die verfehlte Sanktionspolitik des Westens gegen Simbabwe

  • Am 20. Februar 2015 verlängerte die Europäische Union (EU) ihre Sanktionen gegen Simbabwes Machthaber Robert Mugabe und seine Frau Grace. Die Nachbarstaaten Simbabwes hatten sich schon immer gegen die westliche Sanktionspolitik gewandt.

    Analyse Als Reaktion auf Menschenrechtsverletzungen in Simbabwe hatten die EU, die USA und weitere westliche Staaten Anfang der 2000er Jahre Sanktionen gegen die Regierung Mugabe verhängt. Zeitweise waren mehrere Hundert Personen von Kontensperrungen und Reisebeschränkungen betroffen. Zwar sind im Fall von Simbabwe die Einwirkungsmöglichkeiten von außen grundsätzlich begrenzt, doch hat die westliche Sanktionspolitik selbst die geringen Spielräume zur Beeinflussung der politischen Entwicklung im Land nicht genutzt. Stattdessen wurden die Sanktionen zu einer wesentlichen Legitimationsressource für das Mugabe-Regime.

    • Die EU-Sanktionspolitik ist widersprüchlich: Die jetzt betriebene Annäherung hätte bereits mit der Bildung der "Regierung der nationalen Einheit" im Jahr 2009 erfolgen müssen. Die Sanktionspolitiken der EU und der USA sind zudem nicht aufeinander abgestimmt.

    • Der Fall Simbabwe macht ein zentrales und bislang vernachlässigtes Problem westlicher Sanktionspolitik deutlich: Von Beginn an müssen die Anforderungen für eine Aufhebung der Sanktionen klar benannt werden. Sonst wirkt dieses außenpolitische Zwangsmittel kontraproduktiv.

    • Die Stabilität des autoritären Regimes in Zimbabwe hängt entscheidend von der Person des Präsidenten Robert Mugabe ab. Der 91-jährige Machthaber lässt die Nachfolgefrage gezielt offen und hat mit der Absetzung von Vizepräsidentin Joyce Mujuru seine Machtposition sogar noch ausgebaut.

    • Die Besonderheiten einer Diktatur, in der regelmäßig Wahlen abgehalten werden ("elektorale Autokratie"), und die bedeutende Rolle der Sicherheitskräfte machen Voraussagen über die weitere Entwicklung schwierig. Mugabe wird versuchen, sich so lange wie möglich an der Macht zu halten. Klar ist jedoch: Selbst wenn er abtreten würde, wäre unmittelbar keine Demokratisierung in Simbabwe zu erwarten.
