Demokratie in Afrika

  • Am 14. Oktober 2007 hat in Togo eines der ältesten despotischen Regime Afrikas ein neues Parlament unter Beteiligung von Oppositionsparteien wählen lassen. Von der EU-Wahlbeobachtung wurde die Wahl (vorläufig) als ein „wichtiger Schritt zur Demokratisierung“ qualifiziert (Union Européenne 2007). Allerdings ist Togo noch weit entfernt vom Niveau der benachbarten Demokratien Ghana und Benin.

    Analyse:

    Noch immer wird der Demokratisierung in Afrika misstraut, offenkundige Erfolge werden nur mit höchster Skepsis besprochen. Stattdessen überwiegt weiterhin die Betonung katastrophaler Rückschläge. Allenfalls werden jüngst – möglicherweise zweifelhafte – wirtschaftliche Erfolge in Afrika gefeiert. Dagegen gibt es vor allem in der Politik unübersehbare und teils anhaltende Erfolge zu verzeichnen.

    • Autoritäre Herrschaft ist in Afrika nicht verschwunden, wird aber zumeist liberaler praktiziert, und die Zahl der Diktaturen ist seit Anfang der 1990er Jahre deutlich gesunken.

    • Parallel ist die Zahl der Demokratien und vor allem der „elektoralen“ Demokratien und Regime in der Grauzone zwischen Diktatur und Demokratie deutlich gewachsen.

    • Meinungsumfragen zufolge unterstützt noch immer die Mehrheit der Bevölkerung die demokratische Herrschaftsform – während alle Formen der Diktatur ganz überwiegend abgelehnt werden.

    • Das Verständnis von Demokratie ist dabei zumeist ein liberales – kaum ein spezifisch „afrikanisches“.

    • Langsam gewinnt auch die Beachtung formaler Institutionen und Verfahrensregeln an Bedeutung – bei Wahlen, im Mehrparteienwettbewerb und bei Machtwechseln.
