Die Digitalisierung ermöglicht es uns, große Datenmengen zu generieren, zu speichern und für die Realisierung grundlegender wissenschaftlicher Erkenntnisse sowie von Innovationen zu analysieren und zu verwerten. Mit der steigenden Bedeutung von Daten nimmt einerseits das Interesse vieler Länder und Regionen an einer Gewährleistung und Verbesserung der Datenverfügbarkeit zu. Andererseits gewinnen geostrategische und geoökonomische Erwägungen an Bedeutung. Dies spiegelt sich in der Diskussion um die Errichtung von „Datenräumen“ und „Datenmärkten“ sowie der Sicherung der „Datensouveränität“ wider. China hat in den vergangenen Jahren damit begonnen, eine eigene ambitionierte Datenstrategie zu verfolgen. Gegenüber gleichlaufenden Bestrebungen in der EU setzt Chinas Datenstrategie eigene Akzente bei Themen wie Dateneigentum, Datenmanagement und staatliche Kontrolle.

Ausgehend von Chinas Datenrecht und regulatorischen Maßnahmen der letzten Jahre wird die Diskussionsrunde auf folgende Fragen eingehen:

  • Worin unterscheidet sich Chinas Datenstrategie von den Ansätzen in der Europäischen Union?

  • Welche Bedeutung haben die regionalen datenpolitischen Trends für die internationale Forschungskooperation?

  • Wie soll die Wissenschaft in Deutschland und in der EU mit den chinesischen Initiativen umgehen?

Begrüßung: Courtney Peltzer-Hönicke ist Leiterin der Abteilung Internationales an der Universität Hamburg.

Einführung "Handlungssicherheit in Forschungskooperationen mit China": Dr. Marcus Conlé ist Projektleiter WIKOOP-INFRA am Deutsches Elektronen-Synchrotron DESY.

Diskussion: PD Dr. Wolfgang Graf zu Castell-Rüdenhausen ist Leiter des Department Geoinformation und Chief Information Officer am Deutschen GeoForschungsZentrum GFZ, sowie Vorsitzender des Arbeitskreises „Open Science“ der Helmholtz-Gemeinschaft.

Dr. Thomas Pattloch ist Partner und Leiter der IP-Abteilung der China-Gruppe bei Taylor Wessing.

Dr. Jost Wübbeke ist Geschäftsführender Partner bei Sinolytics.

Prof. Dr. Ramin Yahyapour ist Professor für Praktische Informatik und Chief Information Officer der Georg-August-Universität Göttingen, sowie Geschäftsführer der Gesellschaft für wissenschaftliche Datenverarbeitung mbH Göttingen (GWDG) und Mitglied des Rates für Informationsinfrastrukturen (RfII).

The joint project WIKOOP-INFRA will draw up empirically grounded guidelines that offer researchers from Germany and the EU support and guidance for scientific cooperation with their Chinese colleagues at large research infrastructures under existing framework conditions.
