Politische Historiographie: State-Building-Strategien der VR China

  • Das Jahr 2011 ist in mehrfacher Hinsicht ein Schlüsseljahr, dem eine zentrale symbolische Bedeutung in der politischen Geschichte Chinas zukommt. Am 1. Juli jährte sich zum neunzigsten Mal die Gründung der Kommunistischen Partei Chinas (KPCh) und am 10. Oktober gedachten die VR China und Taiwan dem hundertsten Jahrestag der Xinhai-Revolution, welche zum Sturz der Qing-Dynastie führte.

    Analyse Im Zuge der chinesischen Reformpolitik nach 1978 ist die VR China in eine neue Phase des Staatsbildungsprozesses eingetreten. Nachdem der Fokus der post-maoistischen Politik zunächst auf der Steigerung des materiellen Wohlstandes ruhte, erfolgt unter der gegenwärtigen vierten Führungsgeneration verstärkt der Versuch einer ideellen, auf der Konstruktion einer nationalen und kulturellen Identität fußenden Herrschaftsbegründung.

    • Die historiographische Rückblende auf die Xinhai-Revolution dient der Re-Legitimierung der KPCh. Die Xinhai-Revolution wird hierbei als Beginn der nationalen Erneuerung und des Wiederaufstiegs Chinas ausgewiesen. Der von der VR China proklamierte "Friedliche Aufstieg" steht dem Anspruch nach am Ende einer Kette von Revolutionen, die unter Führung der KPCh stattfanden.

    • Die Xinhai-Revolution des Jahres 1911 liegt zeitlich gesehen vor dem innerchinesischen Bürgerkrieg zwischen Nationalisten und Kommunisten und könnte damit grundsätzlich einen Anknüpfungspunkt für eine „gemeinsame“, Festlandchina wie Taiwan umfassende, Rekonstruktion der chinesischen Geschichte bieten.

    • Dass dies nicht erfolgte, erklärt sich aus den im Jahr 2012 bevorstehenden personellen Veränderungen: Im Herbst 2012 werden im Kontext des 18. Parteitages nach derzeitiger Erwartung sieben von neun Mitgliedern des Ständigen Ausschusses des Politbüros ausgetauscht werden; für Taiwan stehen im Frühjahr 2012 Wahlen an – mit erneuten Verhandlungen über die Beziehungen zwischen Festlandchina und Taiwan ist daher gegenwärtig nicht zu rechnen.
