Halbzeitbilanz: Innere Entwicklungen in Iran unter Ahmadinejad

Vor zwei Jahren gewann Mahmud Ahmadinejad die neunten Präsidentschaftswahlen in Iran und übernahm am 6. August 2005 das Amt. Den Wahlsieg hatte er vor allem errungen, weil er seine Wahlversprechen auf innenpolitische und wirtschaftliche Missstände im Land ausgerichtet hatte.

Analyse:

Die internationale Aufmerksamkeit konzentrierte sich jedoch vorrangig auf die Außen-, Sicherheits- und Atompolitik unter dem neuen Präsidenten. Innenpolitische Entwicklungen wurden zunächst weitgehend außer Acht gelassen. Das außenpolitische Verhalten der iranischen Regierung ist aber sehr stark mit der innenpolitischen Dynamik verzahnt.

• Ahmadinejad stützt sich auf einen engen Zirkel an Vertrauten aus dem Kreis (para-) militärischer Einheiten und einer einflussreichen religiösen Schule, des Haghani-Seminars.

• Mit seinem dirigistischen Regierungsstil, erhöhter Repression und einer religiös-revolutionären Rhetorik hat er nicht nur Moderate, sondern auch viele Konservative (traditionelle wie radikale) gegen sich aufgebracht.

• Die wirtschaftliche Lage hat sich seit dem Amtsantritt weiter verschlechtert. Ahmadinejads Wirtschaftspolitik fußt auf populistischen Umverteilungsprogrammen, denen auf mittlere Sicht die ökonomische Basis fehlt.
