China als neue Kolonialmacht in Afrika? Umstrittene Strategien der Ressourcensicherung

  • Ende Januar hat der chinesische Staatspräsident Hu Jintao auf seiner ersten Auslandsreise in diesem Jahr acht afrikanische Staaten besucht: Kamerun, Liberia, Sudan, Sambia, Namibia, Mozambique, Südafrika und die Seychellen.

    Analyse: Chinas wachsende Präsenz in Afrika wird im westlichen Ausland vielfach mit Neokolonalismus und der Politik "oil for aid" gleichgesetzt. Im Mittelpunkt der Kritik stehen dabei Chinas Strategien zur Sicherung des Zugangs zu Energie- und Rohstoffressourcen mit Hilfe weicher Kredite und von Entwicklungsprojekten, die nicht an vergleichbar restriktive Auflagen wie die der westlichen Geberländer gebunden sind.

    Die Analyse macht deutlich, dass

    • das wirtschaftliche Beziehungsgeflecht im Energie- und Rohstoffsektor zwischen China und den afrikanischen Entwicklungsländer inzwischen sehr komplex ist,

    • der Begriff des Neokolonialismus und die dabei unterstellten Abhängigkeitsstrukturen nicht überzeugend für die Charakterisierung der Beziehungen herangezogen werden können,

    • für Aussagen über die Rückwirkungen des wirtschaftlichen Engagements Chinas in Afrika weitere Analysen zur bilateralen Entwicklungszusammenarbeit notwendig sind.
