UNO-Menschenrechtsrat - Menschenrechtsschutz in neuer Form, mit alten Problemen?

  • Am 15. März 2006 votierte die UNO-Vollversammlung mit überwältigender Mehrheit für die Gründung des UNO-Menschenrechtsrates, mit dem die 1946 geschaffene UNO Menschenrechtskommission abgelöst wurde.

    Analyse: Der neue UNO-Menschenrechtsrat, Teil der parallel angestrebten umfassenderen UNO Reform, soll den universalen Menschenrechtsschutz verbessern. Ziel war es vor allem, Staaten, die für massive Menschenrechtsverletzungen verantwortlich sind, den Zugang in die Institution zu verwehren. Aus diesem Grunde wurde der Wahlmodus modifiziert und eine Peer-Review-Funktion geschaffen. Desgleichen wurde zur Verbesserung der Reaktionsfähigkeit die bisherige einmalige sechswöchige Tagungsperiode zugunsten regelmäßiger Treffen während des gesamten Jahres aufgehoben.

    • Trotz der Abstriche gegenüber den ursprünglichen Vorschlägen des UNO-Generalsekretärs Annan ist der am 15. März 2006 erzielte Kompromiss besser als der Status quo oder eine politisch in der UNO nicht durchsetzbare Maximalagenda.

    • Das hohe Votum zugunsten des neuen Rates bei nur vier Gegenstimmen (seitens der USA, Israels, der Marshall-Inseln und Palau) beweist das Vertrauen in die neue UNO-Institution.

    • Der Test für die Funktionsweise steht mit der ersten Wahl der 47 neuen Ratsmitglieder am 9. Mai 2006 an (die erste Sitzung des Rates soll dann am 19. Juni 2006 stattfinden).
