Wissenschaft, Technologie, Innovation (WTI) und die Agroindustrien in Afrika

  • In den drei Dekaden von 1980 bis 2010 hat der Anteil des verarbeitenden Gewerbes an der gesamten Wertschöpfung in Afrika weiter abgenommen – von kaum mehr als 12 Prozent auf etwa 11 Prozent. So steht es im Economic Report on Africa 2013, der gemeinsam von der VN-Wirtschaftskommission für Afrika und der Afrikanischen Union herausgegeben wird.

    Analyse Afrika hat aufgrund seiner natürlichen Ressourcen (Böden, landwirtschaftliche und mineralische Rohstoffe) komparative Vorteile. Die Befunde zur Entwicklung der Agroindustrie in Afrika zeigen aber, dass dieses Potenzial nicht genutzt wird. Die Förderung der Agroindustrie mithilfe von Wissenschaft, Technologie und Innovation (WTI) könnte hier Abhilfe schaffen.

    • Die Entwicklung der Agroindustrien wird durch drei Kernprobleme afrikanischer Wirtschaften beeinträchtigt: Stagnation der Landwirtschaft, De-Industrialisierung, Marginalisierung im Welthandel.

    • Durch stärkere Verflechtungen zwischen Agroindustrie und WTI könnte ein Entwicklungsschub erreicht werden. Das Beispiel Ruanda zeigt, dass dazu umfassende und vernetzte Politikansätze notwendig sind.

    • Die agroindustriellen Wertschöpfungsketten weisen ein beachtliches endogenes Innovationspotenzial auf. Durch die Integration von WTI-Komponenten könnte dieses Potenzial zusätzlich verstärkt werden.

    • Wenn WTI in längerfristige Exportstrategien einbezogen wird, könnten aus den komparativen Vorteilen des Kontinents auch Wettbewerbsvorteile im internationalen Handel entstehen.
