Wie leistungsfähig sind die Ökonomien Afrikas?

  • Der IWF prognostiziert in seinem "Regional Economic Outlook: Sub-Saharan Africa" vom Oktober 2012 für Afrika weiterhin ein hohes Wachstum von 5 bis 6 Prozent für die Jahre 2012 und 2013.

    Analyse Anders als bei den zahlreichen pauschal-optimistischen Einschätzungen zur wirtschaftlichen Entwicklung Afrikas wird hier auf der Grundlage des Performanzindex Afrika (PIA) eine sehr viel differenziertere und weniger optimistische Analyse des Entwicklungspotenzials afrikanischer Volkswirtschaften vorgestellt. Die PIA-Rangliste von 40 subsaharischen Ländern zeigt, dass sich nur wenige Länder wirtschaftlich in nennenswerter Weise weiterentwickeln werden.

    • Spitzenplätze in der Rangliste belegen die seit Jahren bereits erfolgreichen Länder Seychellen, Mauritius, Botswana, Südafrika, Kap Verde, Gabun und Namibia. Ihnen folgt eine weitere Gruppe mit Swasiland, Lesotho und der Republik Kongo.

    • Alle Binnenländer und alle fragilen Staaten weisen grundsätzlich eine schlechtere wirtschaftliche Leistungsfähigkeit auf. Alle Sahelländer belegen untere Plätze in der Rangliste.

    • Einige Rohstoffländer wie Botswana, Namibia, Gabun und die Republik Kongo sind wirtschaftlich sehr erfolgreich, andere aber, wie Sambia, Nigeria, Kamerun, Guinea und die Demokratische Republik Kongo, können ihre Ressourcen nicht optimal nutzen.

    • Länder mit größerer politischer und wirtschaftlicher Offenheit nehmen in der Rangliste häufiger vordere Listenplätze ein.

    • Von zentraler Bedeutung für die weiteren Entwicklungschancen sind daher vor allem verbesserte Institutionen, Ausbau der Infrastruktur und verstärkte Bildungsinvestitionen (Humankapitalentwicklung).
