Westafrikanischer Hegemon oder Scheinriese? Nigeria in der internationalen Politik

  • Beim G8-Gipfel in Heiligendamm (6.-8. Juni 2007) war Nigeria zwar eingeladen, nicht aber zur Gesprächsrunde mit den fünf aufstrebenden Mächten Brasilien, VR China, Indien, Mexiko und Südafrika.

    Analyse: Nigeria ist der bevölkerungsreichste Staat Afrikas, in Westafrika die dominante Volkswirtschaft mit der schlagkräftigsten Armee. International war das Bild Nigerias in den letzten Jahren vor allem von der Wertschätzung für Präsident Olusegun Obasanjo und dessen Reformagenda bestimmt. Ein außenpolitisches Profil seines Nachfolgers, Umaru Yar’Adua, ist noch nicht erkennbar – jedoch überwiegt in der Außenpolitik traditionell die Kontinuität.

    • Nigerias Möglichkeiten, sein wirtschaftliches und militärisches Potenzial nachhaltig in außenpolitische Macht umzusetzen, sind Grenzen der regionalen Akzeptanz und der eigenen Leistungsfähigkeit gesetzt.

    • Die Rolle Nigerias in Westafrika ist in einigen Bereichen problematisch: Migrationsmanagement, informeller Handel, illegale Netzwerke und Regionalintegration.

    • Nigeria ist weniger der Hegemon oder die regionale Führungsmacht in Westafrika, wie es Selbstbild und einige Fremdzuschreibungen suggerieren, sondern eher eine schwierige, instabile Macht mit begrenzten Kapazitäten und erheblichem regionalen Störpotenzial.

    • Eine komplexe außenpolitische Strategie für den Umgang mit Nigeria erscheint daher unerlässlich.
