Lateinamerikas Nahostpolitik zwischen Israel und Iran

  • Lateinamerika ist zunehmend um unabhängige Positionen gegenüber den Ländern des Nahen Ostens bemüht. Zuletzt besuchte Brasiliens Präsident Lula da Silva im März 2010 Israel, Palästina und Jordanien; am 15. Mai 2010 wird er zu einem international vielfach kritisierten Besuch in Iran eintreffen. Umgekehrt war das Jahr 2009 durch intensive Bemühungen Irans und Israels um die politische Gunst einer Reihe von lateinamerikanischen Ländern gekennzeichnet.

    Analyse Lateinamerikas Suche nach neuen Bündnispartnern ist Ausdruck außenpolitischer Neuausrichtungen, zeugt aber auch von der zunehmenden Eigenständigkeit und politischen Heterogenität der Region. Dies spiegelt sich in der Nahostpolitik wider:

    • Venezuela, Kuba, Bolivien, Nicaragua und Ecuador arbeiten eng mit Iran zusammen und kritisieren Israel radikal.

    • Chile, Kolumbien und Mexiko folgen weitgehend der Außenpolitik der USA im Nahen Osten: Die Politik Israels wird grundsätzlich unterstützt, wie umgekehrt Distanz zu den von verschiedenen US-Regierungen als Pariastaaten bezeichneten Ländern in der Region gehalten wird.

    • Brasilien und Argentinien sind primär an der Stärkung ihrer nationalen Interessen orientiert und legen als Pragmatiker Wert auf gute Beziehungen zu beiden Seiten.

    • Vor allem bei den Beziehungen zu Iran spielen auch ökonomische Interessen der betreffenden lateinamerikanischen Länder eine wichtige Rolle.
