Kaurimuschel statt Chamäleon: Dritter demokratischer Präsidentenwechsel in Benin

  • Am 15. Juli 2006 war Dr. Thomas Boni Yayi 100 Tage im Amt des Staatschefs von Benin. Einhundert Tage, die das westafrikanische Küstenland vom Ende der Ära Kérékou trennen.

    Analyse:

    Der dritte demokratische Machtwechsel an der Staatsspitze Benins seit 1990 hat gezeigt, dass das Land zu Recht als eines der wenigen Länder Afrikas gilt, in denen sich die Demokratie als Herrschaftsform fest etablieren konnte.

    • Die jüngsten politischen Ereignisse haben verdeutlicht, dass Benin ein Erfolgsfall der Demokratie in Afrika ist. Verfassungsgemäßes Verhalten und rechtsstaatliche Konfliktlösung sind Zeichen der demokratischen Konsolidierung.

    • Der Übergang von Kérékou auf Yayi bezeichnet einen wichtigen Einschnitt nach 15 Jahren Demokratisierung. Das Ende der Ära des ehemaligen Militärdiktators (1972-1991) und später demokratisch gewählten Präsidenten (1996-2006) bietet Gelegenheit zu einem Wandel in der beninischen Politik.

    • Obwohl Yayi als parteiloser Technokrat seine Personalpolitik hauptsächlich an sachlichen Kriterien ausrichtet, bleibt abzuwarten, ob er die Patronagestrukturen nachhaltig aufbrechen kann oder ebenso wie Expräsident Soglo, der mit ähnlichen Vorhaben angetreten war, hinter die selbst gesteckten Ziele zurückfällt.

    • Die ersten 100 Tage sprechen für eine positive Entwicklung. Wichtigstes Indiz ist Yayis Standhaftigkeit im Streit mit der großen Parlamentsmehrheit um die von ihm abgelehnte Verlängerung der Legislaturperiode.
