Die weltweite Demokratieförderung wird immer komplexer. Nach der Förderung der Zivilgesellschaft und staatlicher Institutionen, nach Fragen des Demokratieaufbaus in der Folge gewaltsamer Konflikte sind nun politische Parteien ins Blickfeld geraten. Damit wird nicht nur der langjährigen Klage von Parteipolitikern in Nord und Süd Rechnung getragen, sondern auch eine – vor allem von Deutschland aus – lange geübte Förderpraxis einer konzeptionellen Prüfung unterzogen.
Analyse: Die internationale Parteienförderung ist erst spät als ein wichtiger Teilbereich der Demokratieförderung „entdeckt“ worden. Über eine marginale Bedeutung ist sie bislang nicht hinaus gekommen und dabei noch mit zahlreichen Problemen behaftet:
Parteienförderung erfolgt in der Regel ohne erkennbare Konzeption und Strategie.
Implizit orientiert sie sich am überkommenen Modell der westeuropäischen Massenpartei und ist deshalb anderen Kontexten nicht angemessen.
„Transformationseffekte“ können bisher kaum beobachtet werden; die Wirkung der Förderung wird daher eher kritisch beurteilt.
Es fehlen aber auch sorgfältige und öffentlich zugängliche Studien, die ein fundiertes Urteil zulassen.
