Die Regionalwahlen in Venezuela am 23. November 2008 werden zeigen, ob die Regierung ihre Anhänger diesmal besser zu mobilisieren vermag, als bei dem verlorenen
Verfassungsreferendum im Dezember 2007.
Analyse:
Bei den dreizehnten Wahlen seit der Regierungsübernahme durch Hugo Chávez 1999 stehen 623 Posten (22 Gouverneure, 233 Abgeordnete, 328 Bürgermeister und 40 Stadträte) zur Disposition. Der Wahlvorgang selbst ist nicht einfach, der Wähler hat mancherorts bis zu zehn Stimmen und drei Stimmzettel. Gewählt wird an Computern, dafür sind drei Minuten vorgesehen. Doch zu den technischen Problemen kommt eine zunehmende politische Polarisierung:
Das innenpolitische Klima hat sich vor der Wahl zugespitzt. Die politische Auseinandersetzung wird durch die anhaltende Spaltung der Gesellschaft sowie die sich
verschlechternde Sicherheits- und Wirtschaftslage beherrscht.
Die Opposition hat sich auf einheitliche Kandidaten geeinigt und beurteilt ihre Chancen sehr positiv. Ihr Entschluss, lokale Themen wie Unsicherheit und Müllproblematik in den Vordergrund zu rücken, kontrastiert mit dem Versuch des Regierungslagers, aus den Wahlen ein Plebiszit über den Präsidenten zu machen.
Eine gefährliche Zunahme politisch motivierter Gewalt ist schon jetzt zu beobachten. Eine weitere Eskalation ist nicht auszuschließen.
