China und Indien – Neue Wachstumsmotoren der Weltwirtschaft?

  • Während sich die führenden Industrienationen noch von den Folgen der Subprimekrise erholen, weisen China und Indien bereits wieder sehr hohe Wachstumsraten auf. Chinas Wirtschaftswachstum lag im dritten Quartal 2009 bei 10,7 Prozent, Indiens Wachstum bei 7,9 Prozent. Schon werden beide Länder erneut als Wachstumsmotoren der Weltwirtschaft ausgemacht.

    Analyse Trotz ihrer bemerkenswerten Wachstumserfolge sehen sich China und Indien großen Herausforderungen gegenüber. Hierzu zählen vor allem soziale und ökologische Probleme.

    • Im Zuge des Wirtschaftswachstums hat sich zwar die Armut in beiden Ländern, vor allem in China, deutlich reduziert. Allerdings haben sowohl in China als auch in Indien die Disparitäten zugenommen.

    • Hohe und zunehmende Disparitäten bei Einkommen und öffentlichen Gütern wie Gesundheit und Bildung können gesellschaftliche Konflikte auslösen und die soziale Stabilität gefährden. Vor allem ungleiche Bildungschancen können dazu führen, dass die Investitionen in Humankapital zu niedrig ausfallen.

    • Die Migration ländlicher Bevölkerungsteile in die Städte führt in beiden Ländern zu positiven Einkommens- und Lerneffekten, aber auch zu erheblichen Belastungen für Infrastruktur und Sozialsysteme.

    • Beide Länder sind mit großen Umweltbelastungen konfrontiert, die den Wachstumsprozess beeinträchtigen. Umweltpolitische Maßnahmen scheitern vielfach an der fehlenden Umsetzung auf lokaler Ebene.

    • Der mangelnde Ausbau der Infrastruktur ist nach wie vor eine Wachstumsbarriere. Dies gilt vor allem für Indien und für die ländlichen Gebiete in China.
