Breites Wirtschaftswachstum in Afrika – die große Wende?

  • Die Mehrheit der Staaten Afrikas verzeichnet seit etwa fünf Jahren hohes wirtschaftliches Wachstum, niedrige Inflation sowie sinkende Haushalts- und Handelsdefizite. Dennoch steht Afrika nicht vor einer wirtschaftlichen Trendwende.

    Analyse:

    • Das Wachstum ist abhängig von Primärgüterexporten. Die geringe Diversifizierung der Exporte, die weiterhin starke Abhängigkeit von externer Finanzierung, schwache Institutionen und mangelhafte Infrastruktur bieten keine solide Basis für nachhaltiges wirtschaftliches Wachstum.

    • Afrika hat den weltwirtschaftlichen Wandel verpasst und bleibt damit weiter in einer Randlage. Ursächlich dafür sind die ungünstige Einbindung im Welthandel als Primärgüterproduzent und die niedrige Produktivität.

    • Zwar sinkt der Anteil der Armen an der afrikanischen Gesamtbevölkerung, aber: Wirtschaftswachstum ist nicht gleich Armutsminderung – die Zahl der Armen hat sich weiter erhöht. Auch andere Sozialindikatoren konnten nicht verbessert werden.

    • Möglicherweise wird Afrikas Wirtschaft auch in den nächsten Jahren wachsen, aber das gegenwärtige Niveau ist bei weitem zu niedrig, um die Armut nachhaltig zu reduzieren.
