Brasilien als geoökonomischer Knoten Südamerikas?

  • Am 4. Dezember fand in Montevideo die fünfte Tagung des Südamerikanischen Rats für Infrastruktur und Planung (Consejo Suramericano de Infraestructura y Planeamiento, COSIPLAN) statt. Beim angestrebten Ausbau der transkontinentalen Verkehrswege nimmt Brasilien allein schon aufgrund seiner geographischen Lage eine zentrale Position ein.

    Analyse

    Regionalmächte binden ihre Nachbarländer wirtschaftlich zusammen. Sie stellen "geoökonomische Knoten" dar, sind daher Motoren regionaler Integrationsprozesse und lösen jenseits ihrer Grenzen wirtschaftliche Dynamiken aus. Brasilien scheint ein typisches Beispiel für dieses Phänomen zu sein. Ein genauer Blick führt jedoch zu nuancierteren Aussagen: Geographische, infrastrukturelle, wirtschaftsstrukturelle und politische Faktoren mindern Brasiliens Bedeutung für Südamerika.

    • Brasilien ist der wichtigste Handelspartner für Argentinien, Bolivien, Paraguay und Uruguay. Brasiliens Nationale Entwicklungsbank unterstützt die Internationalisierung brasilianischer Firmen. Unternehmen wie Petrobras sind bedeutende Investoren in ganz Südamerika.

    • Allerdings ist die Entfernung der Wirtschaftsmetropolen Rio de Janeiro und São Paulo zu den Andenländern und Venezuela schon auf dem Landweg groß. Schiffsrouten nach Europa und Nordamerika sind kürzer als nach Ecuador und Peru. Auch naturräumliche Barrieren erschweren regionale Wirtschaftsverflechtungen.

    • Die brasilianische Regierung fördert zwar die Initiative zur Regionalen Integration Südamerikas (Iniciativa para la Integración de la Infraestructura Regional Suramericana, IIRSA), deren Zielsetzung vor allem im Ausbau der transkontinentalen Verkehrsinfrastruktur besteht. Die Umsetzung der konkreten Pläne lässt aber auf sich warten.

    • Zudem exportieren Brasilien und seine Nachbarländer gleichermaßen vor allem Agrar- und Bergbauprodukte; der regionale Handel macht deshalb einen sehr geringen Anteil am jeweiligen Bruttoinlandsprodukt aus.
