Afrikanische Migranten vor der "Festung Europa"

  • Eine wachsende Zahl Afrikaner flieht vor kriegerischer Gewalt und wirtschaftlicher Not nach Europa. Die EU schottet ihre Außengrenzen ab. Die Fluchtrouten werden dadurch gefährlicher, Tausende finden den Tod. Dabei nützt eine geregelte Zuwanderung aus Afrika allen Beteiligten. Nicht zuletzt kann sie dazu beitragen, die überalterten EU-Mitgliedstaaten vor dem drohenden wirtschaftlichen Niedergang zu bewahren.

    Analyse:

    • Grenzüberschreitende Migrationen innerhalb Afrikas sind weitaus umfangreicher als die von Afrika nach Übersee. Ein großer Teil davon ist erzwungene Migration. Dagegen stellten Afrikaner im Jahr 2001 nur etwa 10 % aller Zuwanderer in die europäischen OECD-Länder.

    • In den letzten beiden Jahrzehnten verlor Afrika gut ein Drittel seiner Akademiker durch Abwanderung in die Industrieländer (brain drain), was sich negativ auf die politische und wirtschaftliche Stabilität der betroffenen Länder auswirkt.

    • Andererseits tragen die Geldüberweisungen afrikanischer Migranten in ihre Heimat signifikant zur Mehrung des Wohlstandes und zur Linderung der Armut bei.

    • Die EU trägt erhebliche Mitverantwortung für die Migration aus Afrika, u. a. durch unfaire Außenwirtschaftspolitik.
