    As Cuba enters 2022, economic crisis and social tensions loom large. This book chapter written by Laurence Whitehead and Bert Hoffmann reviews the external difficulties that interact with and reinforce the island’s domestic issues. Looking beyond the immediate situation it reflects on underlying international pressures and constraints that will shape the options for the Cuban nation over the next decade. Its analysis encompasses Cuba’s relations with the US and with the EU, as well as those with Venezuela, Mexico, China, Russia and Canada, and it asks to what extent Cuban-made COVID-19 vaccines can re-boost the country’s soft-power projection. Putting the Cuban case in comparative perspective, the island’s regime – and its international profile – are in many ways still unlike any other, and predictive schemas based on false analogies risk being misleading.

    The COVID-19 pandemic is showing that infectious diseases can only be solved by global efforts; and that medical and social approaches must go hand in hand in order to provide solutions. Based on this understanding, the GIGA has become part of the new multi-disciplinary DAAD-funded „German-Latin American Centre of Infection & Epidemiology Research and Training“ – GLACIER and will work on a comparative study of vaccination policies in Central America, Mexico and the Caribbean. DAAD, 2021-2025

    The EU and Cuba signed a Political Dialogue and Cooperation Agreement (PDCA) in 2016 to open a new stage of constructive engagement. The Europe-Cuba Forum is a Jean Monnet network project shich brings together leading scholars from Europe and Cuba to analyse the prospects, possibilities and limitations for such cooperation, highlighting the economic reform agenda, social policies and governance questions.

    The Return of Race-based Inequalities in Contemporary Cuba: Analysing the Impact of Past Migration and Current Reforms

    Few political transformations have attacked social inequalities more thoroughly than the 1959 Cuban Revolution. The research project addresses to what extent and through what mechanisms structural inequalities have been returning in recent years which echo Cuba’s pre-revolutionary socio-ethnic hierarchies. To this end, a unique nationwide survey with more than one thousand respondents is carried out. As access to hard currency becomes key, racialized migration patterns of the past make for highly unequal access to family remittances, and also the gradual opening of private business disfavors Afro-Cubans.
