Über das Wachstum von Kleinunternehmen zu den Millennium Development Goals

  • Armut zu verringern ist das zentrale Anliegen der Millennium Development Goals (MDG), aber zu deren Umsetzung fehlt eine kohärente Strategie für das Wachstum von Unternehmen – vor allem für Kleinst-, Klein- und mittlere Unternehmen (KMU). Nur das Wachstum der KMU kann Armut in südlichen Weltregionen wirksam beseitigen.

    Analyse: Zahlreiche Entwicklungsländer haben in den letzten Jahren relativ gute Fortschritte bei der Verbesserung wirtschaftlicher Rahmenbedingungen gemacht. Institutionen sind effektiver geworden und viele Länder haben seit Jahren auch ein gutes Wirtschaftswachstum erzielt. Trotzdem konnte vor allem in Afrika, aber auch in Teilen Asiens, des Nahen Ostens und Lateinamerikas die Armut nicht wie gewünscht reduziert werden.

    • Hohe Wachstumsraten über einen langen Zeitraum sind genau so notwendig wie Investitionen in die Fähigkeiten der breiten Bevölkerung.

    • Da aber die Mehrheit der armen Bevölkerung im urbanen informellen Sektor und im ländlichen Bereich zu überleben versucht, muss eine kohärente Strategie zur Armutsbekämpfung auch dort ansetzen, wo die Armen (über)leben, d. h. vor allem im informellen Sektor und in der Subsistenzlandwirtschaft.

    • Die überwiegende Mehrheit der arbeitenden Bevölkerung ist in KMU beschäftigt. Eine stärkere Verknüpfung zwischen wachsenden Unternehmen des formalen Sektors und KMU der informellen Ökonomie wäre besonders breitenwirksam.
