Japans Arbeitsmarkt im Aufwärtstrend: Ist das Ende der „Eiszeit“ erreicht?

Im Frühjahr 2006 sank die Arbeitslosenquote in Japan auf den niedrigsten Stand seit sieben Jahren. Gleichzeitig berichteten japanische Unternehmen über Beschäftigungsengpässe. Statistisch gibt es bereits seit Jahresende 2005 für jeden Arbeit Suchenden wieder eine offene Stelle.

Analyse: Seit 2003 verzeichnet der japanische Arbeitsmarkt, der in den 1990er Jahren in seine schlimmste Krise gestürzt war, einen Aufwärtstrend. Hinter dieser Entwicklung steht das anhaltende Wirtschaftswachstum und die damit verbundene Produktionsausweitung der Unternehmen, aber auch der unmittelbar bevorstehende Renteneintritt der geburtenstarken Jahrgänge.

• Die Lage auf dem japanischen Arbeitsmarkt hat sich deutlich entspannt. In den kommenden Monaten ist mit einer weiteren Erholung zu rechnen, die als positive Begleiterscheinung auch den privaten Konsum und damit die Binnennachfrage in Japan stützen dürfte.

• Längerfristig behindern jedoch „mismatches“ zwischen den Bewerber- und den Stellenprofilen einen Rückgang der Arbeitslosenquote auf ein signifikant niedrigeres Niveau.

• Die größte Herausforderung für Arbeitsmarkt und Beschäftigung ist der demografische Wandel, der zu einschneidenden Veränderungen führen wird.
