Die Neuvermessung der Welt und die deutsche Außenpolitik

  • Wie soll sich Deutschland in einer neu vermessenen Welt mit den stärker werdenden Akteuren China und Indien aufstellen? Die Volksrepublik China betreibt nun eine selbstbewusste globale Finanzdiplomatie. Was bedeutet das für die strategische Ausrichtung der deutschen Außenpolitik im Spannungsfeld zwischen der transatlantischen Bindung und den international immer selbstbewusster agierenden neuen Mächten?

    Analyse

    Auf internationaler Bühne geht von China eine immer stärkere Sogwirkung aus. Die Gründung der New Development Bank (NDB) der BRICS-Staaten und der Asian Infrastructure Investment Bank (AIIB), die Internationalisierung des Renminbi und der Bedeutungszuwachs der BRICS-Gruppe in der G20 und in den globalen Debatten sind nur einige Bausteine einer groß angelegten Strategie Chinas und der anderen neuen regionalen Führungsmächte.

    • Die USA sind zwar immer noch der wichtigste internationale Akteur, die wichtigste militärische Weltmacht und nach der Europäischen Union (EU) und China die drittwichtigste Wirtschaftsmacht der Welt, aber ihr Einfluss und ihre globale Strahlkraft nehmen deutlich ab.

    • Die EU und auch Deutschland sind weiterhin an einer engen Kooperation mit den USA interessiert, aber die transatlantische Partnerschaft beginnt zu erodieren. Andererseits hat die EU zahlreiche internationale Verbindungen geknüpft, die wichtigsten sind die strategischen Partnerschaften mit China und Indien.

    • Die EU ist allerdings bislang nur in geringem Maße fähig, globale öffentliche Güter zur Verfügung zu stellen und sich als Zivilmacht zu etablieren.
