Der Ebola-Ausbruch im Vergleich: Liberia und Côte d’Ivoire

  • Laut aktuellen Angaben der WHO gibt es über 13.000 bestätigte Fälle von Ebola, hauptsächlich in Guinea, Liberia und Sierra Leone. Etwa die Hälfte der Todesfälle (2.413 von insgesamt 4.951) wird aus Liberia gemeldet (Stand: 31. Oktober 2014). Weshalb hat sich die Epidemie in Liberia so viel stärker verbreitet als in den Nachbarländern? Warum gibt es im Nachbarland Côte d’Ivoire bis Ende Oktober keinen offiziellen Fall, trotz gemeinsamer Landesgrenzen mit Liberia und Guinea sowie vieler sozialer, geographischer und kultureller Ähnlichkeiten?

    Analyse Dass Maßnahmen gegen die Verbreitung von Ebola in bestimmten Ländern nur schwer greifen, hat viele Gründe. Der wichtigste ist die Schwäche der staatlichen Einrichtungen. Ein weiterer Grund liegt im mangelnden Vertrauen der Bevölkerung in staatliche Maßnahmen. In den Staaten, in denen sich Ebola rasant ausbreitet, ist die Infrastruktur weitaus schlechter ausgebaut als in Ländern, in denen die Krankheit eingedämmt werden konnte, wie Nigeria und Senegal, oder die sich trotz poröser Staatsgrenzen bis Ende Oktober vor Ebola schützen konnten, wie die Côte d’ Ivoire.

    • In Liberia sorgt eine hohe Anzahl internationaler Organisationen für oftmals unkoordinierte Wiederaufbauhilfe. Im Vordergrund stand bislang der Sicherheitssektor – zum Nachteil anderer Sektoren wie etwa des Gesundheitssystems.

    • Langjährige negative Erfahrungen mit dem liberianischen Staat sowie zwei Bürgerkriege haben das Misstrauen zwischen Bürgern und Staatsangestellten vertieft.

    • Die Côte d’Ivoire hat eine vergleichsweise solide Infrastruktur mit einer besser ausgestatteten Gesundheitsversorgung. Trotz des noch nicht lange zurückliegenden Gewaltkonflikts gibt es hier ein größeres Vertrauen in staatliche Einrichtungen und Akteure als in Liberia. Die Voraussetzungen, mit Ebola umzugehen, sind relativ gut.

    • Nicht zuletzt schützt eine erprobte Kommunikationsstruktur in der Côte d’Ivoire, die während der Krisenjahre noch ausgebaut wurde, vor der Verbreitung von Ebola.
