Die Außenhandelskooperation der USA mit Asien

  • Die US-Außenhandelspolitik und ihre Bedeutung für den Arbeitsmarkt ist eines der bestimmenden Themen der amerikanischen Wirtschaftspolitik. Insbesondere die Handelsbeziehungen zu China sind dabei äußerst umstritten.

    Analyse Die US-Regierung unter Präsident Barack Obama hat seit November 2011 mit ihrer "Wendung nach Asien" verkündet, das militärische, außenpolitische und wirtschaftliche Engagement der USA im asiatisch-pazifischen Raum zu intensivieren. Eine zentrale Stellung kommt dabei einem geplanten Freihandelsabkommen, der sogenannten Transpazifischen Partnerschaft (TPP) zu, welche bei erfolgreichem Abschluss das bisher umfassendste und weitreichendste Handelsabkommen im asiatisch-pazifischen Raum darstellen würde.

    • Zurzeit nehmen weder China noch Japan – die dritt- und viertgrößten Handelspartner der USA (nach Kanada und Mexiko) – an den Verhandlungen zur TPP teil. Der ursprünglich geplante Abschluss der Verhandlungen wurde inzwischen von November 2012 in das Jahr 2013 verschoben.

    • Sowohl in Japan als auch in den USA sind innenpolitische Gründe das Haupthindernis für eine Teilnahme Japans an den TPP-Verhandlungen.

    • Die Handelsbeziehungen zu China bergen gegenwärtig reichlich Konfliktpotential: Hierzu zählen unter anderem die Festsetzung von US-Zöllen auf chinesische Solarimporte, Anti-Dumping-Klagen betreffend den Automobilsektor sowie Untersuchungen zu möglichen Sicherheitsrisiken chinesischer Investitionen in den USA.
