Die ASEAN als Impulsgeber ostasiatischer Integration

Auf dem 11. ASEAN-Gipfeltreffen im Dezember 2005 wurde beschlossen, der ASEAN eine Charta zu geben. Im Verbund mit ASEAN+3 und dem Ostasiengipfel deutet sich eine neue Ära der Kooperation an. Ferner wurde das ASEAN-Mitgliedsland Myanmar scharf kritisiert.

Analyse: Die ASEAN-Staatengemeinschaft ist der dynamische Bestimmungsfaktor regionaler Kooperation in Ostasien. Sie dominiert Institutionen wie das ASEAN Regional Forum (ARF), die ASEAN+3 und den Ostasiengipfel. Diese Entwicklung manifestiert sich in folgenden inhaltlichen und institutionellen Ausprägungen:

• Mit der geplanten Einführung einer Charta soll der so genannte ASEAN-Way formalisiert werden. Dies impliziert die mögliche Bereitstellung von Druckmitteln gegen Staaten wie Myanmar.

• Faktisch wird das ASEAN-Prinzip der Nichteinmischung durch die Kritik an Myanmar bereits ausgehebelt. Ob es jedoch tatsächlich zu einer Abschaffung des informellen Kooperationsstils kommt, bleibt abzuwarten.

• Der neue Ostasiengipfel ergänzt als informelles Dialogforum das Institutionennetzwerk in Ostasien (ASEAN, ARF, ASEAN+3). Dieses Netzwerk könnte durch eine Formalisierung der Kooperation in Zukunft effektiver werden.

• Regionale Führungsmächte wie China, Japan, Australien, Indien und die Weltmacht USA werden in das ostasiatische Kooperationsnetzwerk eingebunden. Das heißt, klassische Machtpolitik wird zunehmend in Verhandlungsmacht transformiert.
