Südafrika – afrikanischer Hegemon oder Zivilmacht?

Die Rolle Südafrikas auf dem Kontinent wird kontrovers diskutiert – vor allem auch im Lande selbst. Aufgrund seiner wirtschaftlichen Bedeutung und militärischen Stärke wird das Land als "afrikanischer Hegemon" gesehen. Diese Sicht wird vor allem von afrikanischen Regierungen und von akademischen Beobachtern geteilt. Die USA, die EU, aber auch südafrikanische Thinktanks schreiben dem Land deshalb eine strategische Führungsrolle zu, in der sich auch die Regierung sieht – eine Rolle, die bisweilen aber auch problematisch ist.

Analyse:

• Südafrikas reale Machtressourcen werden weitgehend überschätzt; die wirtschaftlichen und militärischen Machtmittel reichen nicht aus, um in der Region die eigenen Interessen gegen die anderer Staaten politisch durchzusetzen.

• Vor allem aber verhindert Südafrikas Rollenverständnis – unter anderem aufgrund der Erfahrung als Pariastaat während der Apartheid – eine aggressive, von harten Interessen geleitete Außenpolitik in der Region.

• Aus diesen Gründen tritt Südafrika kaum als regionale Ordnungsmacht in Erscheinung und kann bei wichtigen politischen Anliegen keine uneingeschränkte Gefolgschaft in der Region finden.

• Deshalb sollte Südafrika weniger als regionale Führungsmacht mit regionalen Ordnungsfunktionen, sondern eher als "Zivilmacht" – vergleichbar mit Deutschland und Japan – gesehen werden.
