Regionale Integration im südlichen Afrika: Wohin steuert die SADC?

  • Auf ihrem Gipfeltreffen Mitte August in Lesotho konnten sich die Staats- und Regierungschefs der Southern African Development Community (SADC) nicht auf weitere konkrete Schritte zur Umsetzung politischer und wirtschaftlicher Integration im südlichen Afrika einigen.

    Analyse:

    Um den Prozess zu beschleunigen, trafen sich die Staats- und Regierungschefs der SADC am 23. Oktober erneut zu einem außerplanmäßigen Gipfel in Midrand (Südafrika). Hier wurde zwar das „Protocol on Finance and Investment“ verabschiedet, das die Finanzpolitik der Mitgliedsländer harmonisieren soll, weitere konkrete Maßnahmen zur Beschleunigung der Integration sind allerdings nicht ersichtlich.

    • Die SADC fungiert im Augenblick kaum als Motor vertiefter Zusammenarbeit ihrer 14 Mitgliedsstaaten.

    • Wesentliche Gründe sind Doppelmitgliedschaften in anderen Regionalorganisationen, Vorbehalte gegenüber der Dominanz Südafrikas sowie die ungelöste Simbabwe-Krise.

    • Die zügige Einrichtung einer Freihandelszone und einer Zollunion erscheint – vor allem im Falle der Zollunion – äußerst zweifelhaft.

    • Die wahrscheinlichste Lösung ist die formale Ausrufung der Freihandelszone 2008 und der Zollunion 2010 mit erst später folgender tatsächlicher Integration.

    • Auf politischer Ebene ist die Tiefe zukünftiger Integration bislang nicht abzusehen.
