阿尔及利亚：政治改革纲领多样性— —艰难的实施过程

2014年4月17日，77岁的Abdelaziz Bouteflika以压倒性多数优势，当选为阿尔及利亚总统。自1999年以来，这是他第四次当选总统。他宣称宪法改革将是随后数月的关键任务。

• 人们认为改革势在必行，其实施过程中，人们遇到的中心问题是如何实现下列改革步伐的同步实行：宪法改革，特别是权力重新分配；加强国家机构；官员更新换代。因此，改革难以迅速见效。

• 政党以及民间社会联盟出现极大分歧，并无意达成共识，这让他们共同决定政治路线时难以发挥决定性影响。而这同时也让总统能更容易实施自己的方案。

• 改革的一根本障碍就是显著的食利心态：国家通过补贴，购买社会和平，而民众则期待国家满足他们的所有需求愿望。
