This article introduces a new dataset on how international organizations (IOs) justify their authority.

Die Pan-Afrikanische Kooperation steht vor schwierigen Herausforderungen und verspricht dennoch viel. Die Agenda 2063, das zentrale Programm der AU, beschreibt “the Africa we want”. Es beschreibt auch das Afrika, das Europa unterstützen sollte – doch dies verlangt eine Partnerschaft auf Augenhöhe.

This paper demonstrate that the AU strives to prevent and manage crises through interventions but does so in ways that protect or promote incumbent regimes. This suggests careful balancing of the two main impetuses in African security regionalism, namely solving transnational problems and serving the interests of incumbents.
