GIGA Journal Family in Open Access!

As part of a pilot project supported by the Deutsche Forschungsgemeinschaft (German Research Foundation), the GIGA has transformed its existing print journals to Open Access publications with a worldwide reach.

In cooperation with Hamburg University Press (HUP), the online publisher at the Staats- und Universitätsbibliothek Hamburg (Hamburg State and University Library), the journals are published on the GIGA Journal Family Portal, hosted by HUP, and are accessible around the globe. The project started with the first 2009 edition of each of the four journals and will include all subsequent editions.

The GIGA will also continue to publish all of the journals in print form. The quality-assurance mechanisms for journal content introduced in recent years through the editorial process, academic advising, and peer review will be consistently applied and further developed, independent of the publication format.

The journals are forums for first publication with a non-exclusive copyright. On the basis of a Creative Commons licence, the free distribution and duplication of published items is allowed, under the condition that the author name and the initial publication of the article by the GIGA are made known and that the integrity of the text is maintained.

The collaboration with the Hamburg State and University Library guarantees the inclusion of the GIGA Journal Family as a high-quality series of publications in all of the recognized academic and library search engines. The library has constructed a document server according to the DINI certification scheme and uses the so-called OpenURL standards to enter text information in specialized databases and library catalogues, making it possible for users worldwide to access the full-text articles. In this way, the GIGA Journal Family aims to achieve global coverage, which will in turn facilitate intensified discussion and exchange among academics in communities around the globe – something which is crucial in comparative area studies.

In preparation for the Internet publication, we’ve developed a uniform layout for all the journals. The journal names have also been adjusted according to the international orientation of the open-access project: Afrika Spectrum is now Africa Spectrum. China aktuell and Südostasien aktuell adopted their former subtitle as the main title and are now titled Journal of Chinese Affairs – China aktuell and Journal of Current Southeast Asian Affairs. Lateinamerika Analysen appears now as the completely redesigned and reconceived Journal of Politics in Latin America (JPLA).

The project uses Open Journal Systems (OJS) as its publication and presentation software. OJS is the leading international open-source publication software, and it continues to be further developed on an ongoing and global basis by its users. The GIGA and HUP will use this software collaboratively: while the GIGA uses the publishing workflow components, HUP uses the front-end software to publish the end product on the Internet.

The Leibniz Association, of which GIGA is a member, is a signatory of the so-called Berlin Declaration. As such, it supports Open Access as the future publication medium for research findings that have not been supported by commercial financing.

With this DFG-funded project, the GIGA is taking a pioneering role in the expansion of Open Access publishing in the social sciences. The GIGA’s model for the transformation of its renowned journals into the new online editions, and the simultaneous publication of the established print formats, is expected to provide a significant example for other academic organisations and publications. The project, which began in December of 2007, has a funding period of two years.

GIGA-Zeitschriften als Open Access-Journals im Netz

Im Rahmen eines DFG-geförderten Pilotprojekts (2007-2009) wurden die etablierten Zeitschriften des GIGA in Open Access-Journals mit weltweiter Reichweite überführt. In Kooperation mit Hamburg University Press, dem Online-Verlag der Staats- und Universitätsbibliothek (SUB) Hamburg, sind die Zeitschriften beginnend mit ihren  ersten Ausgaben 2009 sukzessive in das bei Hamburg UP entstehende GIGA Journal Family-Portal eingestellt und weltweit zugänglich gemacht worden. Parallel dazu sind alle Zeitschriften des GIGA weiterhin in der gewohnten Printform erhältlich.

Die in den vergangenen Jahren eingeführten Mechanismen der inhaltlichen Qualitätssicherung durch Redaktion, Wissenschaftliche Beiräte und Peer Review-Verfahren werden konsequent und unabhängig von der Publikationsform angewandt und weiterentwickelt. Die Zeitschriften sind Foren für Erstveröffentlichungen im Rahmen eines nicht-exklusiven Copyrights. Auf Basis einer Creative Commons-Lizenz ist die freie Verbreitung und Vervielfältigung des Werks unter den Bedingungen erlaubt, dass der/die Autor/in sowie die Erstpublikation in einem GIGA Journal genannt und die Integrität des Textes gewahrt werden.

Die Kooperation mit der SUB Hamburg garantiert eine höchsten Standards entsprechende Einbindung der GIGA Journal Family in alle bedeutenden internationalen Such- und Bibliotheksdienste. Die SUB richtet einen Dokumentenserver nach DINI-Zertifizierungsrichtlinien ein und verwendet die sogenannten "OpenURL-Standards" in Fachdatenbanken und Bibliothekskatalogen, wodurch weltweit der direkte Zugriff vom Nachweis auf den Volltext möglich wird. Damit erzielt die GIGA Journal Family eine globale Reichweite, was einen sehr viel engeren Austausch und Dialog mit den wissenschaftlichen Communities vor Ort ermöglicht und Comparative Area Studies fördert.

Zum Start ins Netz wurde das Innenlayout der Zeitschriften vereinheitlicht; die Namen der Zeitschriften wurden der internationalen Orientierung des Open Access-Vorhabens entsprechend angepasst. Aus dem Afrika Spectrum wurde Africa Spectrum, bei China aktuell und Südostasien aktuell wurde der bisherige englische Untertitel zum Haupttitel, sie firmieren jetzt als Journal of Current Chinese Affairs - China aktuell bzw. als Journal of Current Southeast Asian Affairs. Die Lateinamerika Analysen sind mit der ersten Ausgabe 2009 in dem völlig neu konzipierten Journal of Politics in Latin America (JPLA) aufgegangen.

Als Redaktions- und Präsentationssoftware für das Projekt wird Open Journal Systems (OJS) eingesetzt. OJS ist die international führende Open Source-Redaktionssoftware, die von ihren Anwendern weltweit und kontinuierlich weiterentwickelt wird. Die Projektpartner gehen hier arbeitsteilig vor: während das GIGA den Redaktionsworkflow nutzt, verwendet Hamburg UP das Front-end von OJS zur Präsentation im Netz. 

Die Leibniz-Gemeinschaft, der das GIGA angehört, unterstützt als Unterzeichnerin der sogenannten "Berliner Erklärung" Open Access als die zukunftsweisende Publikationsform für Forschungsergebnisse, die auf nicht-kommerzieller Finanzierungsbasis gewonnen wurden.

Mit dem von der DFG geförderten Vorhaben kommt dem GIGA eine Pionierrolle bei der Verbreitung von Open-Access-Publishing in den Sozialwissenschaften zu. Von dem Modell der Überführung der renommierten Zeitschriften des GIGA in Online-Zeitschriften bei gleichzeitiger Fortführung der etablierten Printausgaben wird eine erhebliche Ausstrahlungskraft auf weitere wissenschaftliche Einrichtungen und Publikationen erwartet.
